Vietnam plans $2 billion casino resort to boost international tourism

The Vietnamese government is actively exploring an ambitious $2 billion investment initiative aimed at transforming the country's tourism sector. This plan involves the development of a modern, large-scale casino resort that will cater exclusively to international tourists. According to officials, the project is designed not only to enhance the country's global tourism appeal but also to stimulate economic growth by increasing the influx of foreign capital and creating employment opportunities.

The proposed resort is expected to include a wide range of facilities: high-end gaming halls, five-star hotels, luxury retail outlets, gourmet restaurants, entertainment venues, conference centers, and wellness zones. This integrated approach will position the complex as a multi-purpose destination for leisure, business, and cultural experiences. The concept is modeled after successful casino hubs like Macau, Singapore, and South Korea, where the gambling industry plays a pivotal role in driving tourism.

Importantly, the casino will be open only to foreign passport holders. In accordance with current Vietnamese law, local citizens are restricted from participating in most gambling activities. This regulation will be strictly enforced, with advanced identification systems to ensure compliance. By limiting access to foreign guests, the government aims to prevent social problems often associated with gambling addiction, while still benefiting from its economic potential.

The project is anticipated to generate thousands of new jobs in construction, hospitality, transportation, and service industries. It will also attract secondary investments in real estate, logistics, and tourism infrastructure. Moreover, local businesses are likely to benefit from increased foot traffic and higher consumer spending in the surrounding areas.

As of now, the government is evaluating various potential locations, with priority given to regions that already possess strong transportation links and tourist traffic. Environmental and social impact assessments are also being conducted to ensure sustainable development. Final investor selection and official approvals are expected within the next few months.

Once greenlit, construction could begin as early as next year, with a phased rollout over several years. This project, if executed successfully, could mark a turning point in Vietnam’s tourism strategy—shifting from budget travel to high-value experiences and positioning the country as a premier entertainment destination in Southeast Asia.
